As some of you know I am not a big fan of the Council Room. It gets you 4 cards and an extra Buy and gets your opponents and extra card. That being said with the right mix in the Supply you can limit just how much it helps others and have it help you even more.
The first downside of playing Council Room and gaining 4 cards is drawing good actions cards you cannot play. To help lessen the sting of this you’ll want some +2 Action cards from the Supply.
The second downside is you help everyone else by letting them gain an extra card. I can’t stand helping others and love it when they help me. Buying Attacks that will force players to discard works great when combined with the point above.
First play your +2 Action card, then the Council Room and finish with your Attack card.
Some combo highlights include:
Village/Festival/Mining Village/Fishing Village/Bazaar – All these give +2 Actions and a couple things
University – gives +2 Actions and you can gain another action on this list if in the Supply
Militia – Drops other to 3 cards and gets you +2 Treasure
Ghost Ship – you get +2 cards others must discard to the top of their deck
Torturer – not as effective if there is an easy way to trash Curses, but multiples played in one turn can be tough
Now I am not saying Council Room is horrible or not to buy it if there are no +2 Action Cards or discard attacks in the Supply. But they really help the playability and usefulness of this card.

An extremely potent combination including the Council Room is with the Throne Room. If you manage to get 2 thrones and a council room, you can easily draw all your deck and have plenty of buys to buy multiple provinces. The chances of getting this hand are definitely not high, but even once in a game can win easily.
Militia or Goons works with Council Room. If you can, Throne Room a Throne Room a Council Room then a Goons. The opponent draws 2 cards, then discards down to 3 (discarding 4 cards if no reactions), and now the player has 9 cards in hand, 4 buys, +2 money, and each card bought gives +2 vp.
